I think it's pretty well established that the designers who make what passes for rainwear these days seem to have a "fashion over function" mindset

Don't know about you Bill_P but for me to buy the coat mentioned above would bring cries of derision from the lady I was buying it for.

If no one ever had a "fashion over function mindset" we won't have seen so many lovely shiny raincoats from the sixties to the beginning of the eighties. They were often worn when there were no signs of the slightest tainfall at all.
I look forward to seeing some ladys in shiny vinyl jeans in the upcoming season if the magazine writers are accurate with their prophecies. This is definitely s nice fashion over function trend using nice rainwear fabrics for chic non-rainwear fashion.

Well, if she gets PVC jeans, that'll solve my wet knees issues.
