I grew up in the 60s, a time when a damn good spanking was not considered a crime. Six of the best was not uncommon for me from either parent. must confess that I wasnt spanked for resisting wearing my pvc mac.... but I was spanked on a fair few occasions while out wearing rainwear... on those occasions, by my mother usually as a result of my misbehaviour (being a naughty little brat:- ie for being cheeky or for throwing a tantrum) and definitely on two of those occasions, in front of other adult females... at the time I will confess that they were very sore... my mother did not spare the rod so to speak... but looking back I recall those experiences now with fond recollection/memories....
