Bought two of these before Christmas. Not rubber but very very rubbery. Quite well made and good quality for price.
Bought two so I can have one inside out and back to front and the other normal way allowing me to have both hoods up

100% Thermoplastic Polyurethanes. That is why it is so cheap. To get the same in rubber would probably coat £200.
