When I first saw this clip I just thought to myself that it's a clip of Miranda Richardson - for some strange reason - wearing a shiny white PVC mac indoors in a lecture room. However, I agree with your comment about it being maybe intended as a "space age" scientist's outfit now - I just never thought of that. Just had to watch the mac scene in 'The Producers' again to remind myself of it.
