I believe this is a girl called Mieze Katz with a band called MIA. She seems to like wearing plastic raincoats on stage and in videos, thankfully for us!

She looks very good fun! I imagine it cannot be that comfortable performing on stage in a plastic raincoat for any length of time, so good on her for making the effort-and more than once.
