The material is pvc, in the 30s and 40s called igelit.

Here you can see a pattern with graphic art.
She: You can see, she feels good wearing this coat.
She: Where do you get your coats from ?
He: Here in Berlin in second hand shops, barter exchange, advertisments.
I`m not the only one with that faible for rainwear.
She: Where do you keep your coats ?
He: Just a little room to move left with over 400 coats and capes.
She : A lot of kissing going on here, but she is well protected,
while the man gets wet.
She: An extravagant coat, well made.
He: Both coats are 40s style.

It is sad that PVC rainwear is not so commonly seen these days.

Nice to see the ladies enjoying the PVC rainwear, too. Including those two ladies modelling those clear PVC trench-style coats and clear umbrellas. You can tell that the ladies are enjoying the rainwear.

I'm not sure when the programme went out on German TV. It could have been in the 90s but by the quality of the clips it looks like they are from an earlier time. Anyone?

I'd say it's earlier, from the early to mid 80s but not later. It's also worth to have a look to the audience, how the hair styles are, their fashion...
at the end of the part it sounds like the presenter of the former famous "ZDF Hitparade" format Dieter Thomas Heck announcing the next artist coming? (saying "...aktuellen Titel 'evolution'....") that's how you announce the next singer on stage.
