Trashbag is quite easy: You lay it flat on the floor and then you pile up some filthy ugly trash in the middle and then lift each side and tie the whole bundle together with a piece of string or a cable tie. I once used some yellow friesennerz raintrousers that way. I tied the end of a leg together and filled it with trash until it was full until about 20 cm below the crotch. I then tied that upper end together with a cable tie and cut off above the the the. The second leg was used the same way afterwards. I even did the same once with just one leg and ran the rest of the trousers through the garden shredder. There's even a video around of that.

Regarding plastic panties: You need some sewing skills if you want to make panties from the back of a coat for instance. But maybe you can just cut out a piece in the shape of a popper style panty and wear it under your undies or PJs. Using the correct shape you could knot it at the sides or in front and back like here:

I got them from the woman in the video.
I used them for pleasure! I hate to see rainwear thrown away even destroyed rainwear
