I mostly wear cagoules, but I did go out one evening in a pink PVC raincoat with bunny rabbits on it
Nobody beeped me or shouted mean stuff at me or anything.
Slightly off topic from rainwear but I've also gone out in public, in the day time with this My Little Pony backpack
And I went out to the city centre in this stroller to and nobody batted an eye lid

I am going to get emails on this but what the heck, I am dressed in PVC. I was wearing my PVC, inflatable, wedding dress at a hotel for a photo shoot and some guy in the background is trying to "sneak" a picture.

Oddly enough (given that I'm a gay man), it's women who are most likely to comment, especially older women, and especially when I wear one of the glossy Stutterheim Opal hooded coats. The dark green and navy blue, by comparison, seem to go under people's radar.
It's rarer for men to comment but they definitely notice. On public transport - the Tube - I sometimes make a point of keeping my rain-streaked coat on, even when I start to overheat, and I'm aware of men in the same carriage furtively checking me out.
I think that, as with leather clothing, shiny raincoats, suits and jackets register with a fair proportion of the population - not all conscious fetishists in the way those of us on this forum are conscious fetishists of raingear but I think a percentage of people definitely
notice raingear, even if they're not sure why.
so true, it is mostly the women that compliment me on my rainwear.

When it's raining, I regularly wear my high shine black PVC jacket from ASOS when I head to my local corner shop.
The lady who works behind the counter recently complimented me on the fact that it was nice to see a man wearing a shiny jacket. At that point she reached across the counter and stroked my arm for a feel of the material!
I've had no opportunity to wear it for a while as it's not rained since and I've not seen her in the shop either!!
Outstanding, I love it when the lady's fawn all over me when I am wearing something shiny.
