Hollywood bias vs rainwear?

there is a Danish series, Forbrydelsen (the Killing), which was set in Copenhagen, and shown all over Europe, as well as Australia. the lead character, Sarah, wears a navy/light blue reversible slicker in several episodes.

but the USA remake , set in Seattle , she is wearing a down jacket

it rains throughout both series.

Mysterious 8-) down jackets or coats are also very good but a mac is a mac ;)

I think it's more the decision of the show's costumer, director, and/or show runner. However, it is disappointing that they go with the down coats even though Seattle is known for its wet weather.

they kept the rain; it rained in every episode.

That down jacket could simply be product placing. And furthermore, down jackets might be more typical for Seattle.
