'Le Don D'Adèle' (French film from 1951). Liselotte Lewin (more widely known as simply Lilo) wearing a shiny rubber mac. There is a French theatrical adaptation of this film (from 1982) where the actress playing Adèle wears a shiny yellow PVC mac (the clip is on the Forum - I put it up a couple of years ago).
The timings for the 3 scenes where Lilo wears the mac: 18'-09" to 19'-08", 21'-13" to 24'-04", 1 hr 27'-41" to 1 hr 29'-43". Enjoy!
