Most shows are french how did the pvc mac become popular in France?

I would say that WHY is easier to answer than HOW. The simple answer would be: Because they were considered chic back then and no one likes chic as much as the French.
Some of the outfits were even custom items by famous designers. Like the shiny vinyl coat that Catherine Deneuve was wearing in "Belle de Jour" which was designed by Yves Saint Laurent.

You can go way back to the early days of French cinema Beth when a fair few actresses wore plastic/PVC macs in films from the country. Going back to the early days and continuing right through to more recent times I can think of numerous actresses who have worn macs in French films: Françoise Arnoul, Françoise Fabian, Michele Morgan, Catherine Deneuve, Patricia Barzyk, Pauline Lafont, Isabelle De Botton, Marie-France Boyer, Annie Girardot, Josiane Balasko, Isabelle Huppert, Emmanuelle Béart, Nane Germon, Vanessa Paradis, Danik Patisson, Micheline Presle, Laly Meignan and Marina Vlady to name just a few - there were many others too! I'm sure this was bound to influence the way women in France viewed the wearing of them and hence their popularity in that country. Another factor is the weather of course, and the French provinces of Northern France and Western France (facing the Atlantic!) get just as much rain as we do. Vive La France I say!

She wore a shiny red mac (after 2 hr 06'-20") in 'Les Biens Aimés' (2011) but I'm not sure what it is made out of.
