'De Vierde Man' (Dutch film from 1983). Geert de Jong wears a big shiny blue gumpla/rubber mac. Lovely mac! Enjoy!

To be quite honest I didn't know either - I just described it going on what I thought it was, i.e. gumpla/rubber.
