It might also be this series where two woman are at the police station and one of them is wearing a shiny black pvc mac

There is another series with a similar name (Die seltsamen Methoden des Franz Josef Wanninger) and I know of a few mac scenes in one particular episode of that series. Will try and find it and post later....
