This is one sexy Raincoat! Its missing a large hood and snaps up the front, but otherwise its magnificent... I have so many naughty ideas of what I would do with this raincoat....

I know you all want it to be a raincoat, but hate to burst your bubbles, but that is DRESS. Gorgeous, but not a raincoat.

I would also say it is a dress from the design of the lower part. But if it were a coat it woldn't be the first time that a shiny vinyl coat was worn as a dress.
There was once a "raindress" by some designer which was basically a shiny vinyl coat with sleeves that could be unzipped.
I could imagine that a classic double breasted shiny vinyl coat with shortened sleeves would make a nice dress. Be it the classic Burberry style or one with a tight fit like the ones from Lackina.
