I always wear my cape when it is raining, especially when I am going shopping. Yes it is very cumbersome, but when in the store I take it off and put it back on before leaving the store so all the purchases and bags don't get wet. Nobody pays attention when walking in the rain with a cape. I had several store clerks complimenting my cape.
